Institutional Setup

In the past Nepal Water Supply Corporation (NWSC) was playing the three dimensional roles of ‘owner’, operator and tariff fixation. This system created a monopoly in the water supply operation and exposed the management to severe external influences and interventions. Such influence largely impacted on the operational efficiency of the utility. One of the examples of such influence is the recruitment of personnel. Unless this three dimensional roles could be clearly defined and separated the management side could not be improved. Therefore the following three entities were formed.

As per the new institutional setup KVWSMB and KUKL started functioning since 1st Falgun 2064 (13th Feb. 2008) when all the assets and liabilities were handed over to KVWSMB and on the same day all assets and liabilities was handed over to KUKL for operation on a 30 years lease and license.

The number of staff that was handed over by NWSC to KVWSMB was 1117. Out of them 907 are permanent and 210 are contract staff. All of them have now been handed over to KUKL and therefore they are employees of KUKL.

Roles & Responsiblities

  • Take ownership of all assets and get them maintained.
  • Monitor the quality of service provided by the operator.
  • Prepare policy for the use of ground water and recommend to the government for approval.
  • Regulate the ground water extraction /issue license.
  • Recommend tariff adjustment to the concerned authority.
  • Prepare policies for water supply management in the valley.
  • Approve the Capital Investment Plan prepared and recommended by the operator.
  • Seek funding for capital investment, prepare plan fro repayment.
  • Co-ordinate with the government and other concerned agencies.

The Working Office

KVWSMB has its office in Sainbu, Bhaisepati, Lalitpur. The organization is headed by an Executive Director who is the chief executive officer. He is responsible for all functions of the Board including day to day works. The Executive Director reports to the executive committee and co-ordinates with MoWSS and all other related institutions/agencies. The approved number of regular staff is 53. This number is not yet recruited completely. They will be gradually recruited within 2 years as per requirement. Services like security, cleaning and specific works that cannot be accomplished by regular staff shall be taken by outsourcing. The regular staffs are mainly involved in regular works of office administration, management, co-ordination, record keeping, communication etc.
